Walker Parking Consultants led a consulting team to prepare a Landside master plan that addressed roadway autoflow, pedestrian flow, public parking, rental car operations, and linkage to a regional transportation system. The study concluded that the airport requires 2.60 parking spaces per enplanement and recommended the construction of a 2,700 space parking structure and roadway improvements within a $30,000,000 project initially, with future phases to comprise a 15,000 space parking structure. As a result of Walker's recommendations, a 2,713 space parking structure opened in April 2000. The second phase of construction, including 6,150 additional spaces, was completed in November 2003.

PG3 received the 2001 Award of Merit and The President's Award Honorable Mention from the International Parking Institute. PG4 received the 2007 Award of Merit in Parking Facilities from the International Parking Institute.
