Bill Francis has over 25 years of experience in parking management and consulting. Bill has published several articles related to the parking industry, and while attending the University of Southern, California he co-authored a research paper entitled, The Effects of Subsidization on Human Behavior. This dissertation has been utilized in developing transportation management programs throughout the nation. He is also the co-author of a local government parking management handbook entitled, Using Demand-Based Parking Strategies To Meet Community Goals.

Bill has appeared as a speaker for the Society of Real Estate Appraisers, International Parking Institute, Building Owners and Managers Association, Parking Association of California, American Association of Airport Executives and California Public Parking Association.
